Tories claim victory

The Conservatives have won the Uppingham By Election for Rutland County Council.

Candidate Carolyn Cartwright polled more than double the votes of nearest rival.... Labour's Julie Park.

Lib Dem Peter Golden was third.

There was a 28% turnout.
